I'm new to developing apps in Xcode and I just want to try it out. DO I need to be enrolled in the Apple Developer program to install apps on my iPhone and Mac?

You just need a valid Apple ID to test your app on your actual iPhone.
There are some restrictions when using free Apple ID, but you can consider payed Apple Developer Program after you find you need it.

What about mac?

Almost the same. Just there are some differences on some restrictions depending on you create a Sandboxed app (Mac App Store app) or not.
