We are trying to set up Apple Pay as a payment option on our ecommerce website.

Under Merchant Identity Certificate/About Creating a Certificate Signing Request (CSR) https://developer.apple.com/account/ios/certificate/create/ the instructions to create a CSR using Keychain Access are "In the Applications folder on your Mac, open the Utilities folder and launch Keychain Access...."

We are a Windows shop and do not have any Macs. Is there an alternative way of creating the necessary certificates in our environment?

That process includes the Keychain, whice relies on macOS.

Now there is a tool Appuploader, you can apply directly in Windows iOS certificate, do not Mac, you can try the next
