Did you get an answer? I'm also interested in this question. Which countries merchants are allowed to sell apps on app store? or there is no limitation?
I didn't find any information about this subject in the documentation.

It's the same list as which countries have an iTunes App Store, except that not all content/apps is/are available in all stores.
