Does each merchant need a own developer account for implementing Apple Pay?

We want to integrate Apple Pay for each merchant. Our company consists of different merchants/ subsidary companies. Is it necessary that each merchant has its own developer Account for creating the merchant ID etc.? Or can we handle it via a "parent account", we have one central Apple developer Account and we create the merchant ID etc. on our side and provide the information to the different merchants and subsidary companies.

  2. Does it harm the Apple terms and conditions?

Typically you would create one Developer Account and register each Merchant ID that you are using in that account so that you can configure your Merchant Domain and your Merchant Assets such as your Merchant Identity Certificate and Payment Processing Identity Certificate.

This would be a typical workflow for a team that has a handful of Merchant IDs they want to configure. Now, as far as company management of these Merchant assets and how they work with different companies in your team for many different Merchant IDs, this will be something you need to determine on your end as far as what works best for your requirements.
