Please help.
We want to provide a "Credit Card" like experience on customer cell phones.
We are not sure if ApplePay can do this, and how.
What we envision, if the following:

Our company gets the Phone Number, and Email address of a customer seeking to use our services like a credit card, with permission from the customer to email/text them to get their cell phone "registered" with ApplePay so they can then use ApplePay to purchase goods, with their cell phone, like it was a credit card, but for specific goods/services we specify.

Somehow, we text/email to the customer's phone, something, like a link to an ApplePay web site, where they then "register" their phone to be used as a "Credit Card".
To clarify this step, ApplePay provides some UI that can run on a HTML5 compliant browser at the least, and/or maybe some downloadable UI the cell phone can interact with, to "Register" their phone with ApplePay.
We are not sure if ApplePay has any UI/Service to handle this, and would need confirmation if it is NOT available from ApplePay.
This "registration" set's up an account that represents the customer/phone, to our company, so we can make payments on purchases the customer makes later on.

We poll ApplePay "Servers" every so often (like every 15 minutes) to get back confirmation from ApplePay that the customer registered properly.

The ApplePay only allows the Credit Card be used for specific good/services, perhaps by exact Vendor/Brand.
We would need confirmation if this is not possible with ApplePay.
- After "Registration", ensure payment from our company's account to Apple Pay is setup correctly for that specific customer/phone and where the customer's account may be related to multiple phones used by multiple employees of the customer.
