How can I turn my Mac mini back to apple? I was able to switch before, but now it says could not locate the macos boot volume.

You might have better luck asking this question over in Apple Support Communities run by Apple Support.
Assuming your Mac isn't ancient, erase and reinstall.
Again, if your Mac isn't ancient, you can remotely load macOS Recovery using Option-Command-R..
Select the Show All Devices option within in Disk Utility, select the whole volume, and erase everything.
