Can the Apple watch connect with other BLE devices

From what I have read so far, it seems like Corebluetooth isn't available for the Apple Watch, and so it can't be set as a BLE central device.

But how then is the apple watch connecting with BLE heart rate straps (e.g. the Wahoo fitness tickr)?

Also, would anyone know if subsequent watch OS releases will include access to Corebluetooth?

Apple hasn't stated anything publically.

But, from a battery life standpoint, it seems unlikely that they would open up the watch to any and all BLE devices.
