watchOS 8.3 Symbol Install Silently Fails with Xcode 13.2

Watch updated last night and now I can't develop. ~/Library/Developer/Xcode/watchOS DeviceSupport has no new symbols even though Xcode states it's installing symbols for watchOS 8.3. I restarted all devices and software and the Mac, but still no luck.

Running on M1 Max MBP, all OSs up to date. Any ideas?

Can you give it a other try? All the symbols should be available.
