I asked this earlier but prematurely marked it as fixed... it's not.. More below:

Watch updated last night and now I can't develop. ~/Library/Developer/Xcode/watchOS DeviceSupport has no new symbols even though Xcode states it's installing symbols for watchOS 8.3. I restarted all devices and software and the Mac, but still no luck.

Running on M1 Max MBP, all OSs up to date. Any ideas?

I come across the same problem with yours. The process of installing last for 30minutes, and it still not finished.

Do you see any errors in the console? One thing to check is that your account is properly signed in and all agreements have been accepted.
