Since apple has added the Virtualization framework, I noticed that the serial numbers used in the VM begin with Z & such. Is it possible for me to input somewhere a serial number I want the machine to boot with? I'm using macOS Monterey 12.1.
The documentation around this seems very vague where they use terms such as "hardware model" but nothing about serial numbers...

AFAICT that’s not possible. If you’d like to see such support added in the future, I encourage you to file an enhancement request describing your requirements.
