We want to support multiple merchants within our App for Apple Pay. For each merchant we like to have unique merchant ID. As I understand the merchant IDs are stored in Passkit. Can we add new merchants dynamically, meaning as we more merchants join our App for payment...we can create unique IDs for them? Or do we need to set up the merchant IDs prior to App release?

You need to include all of the merchant ids in your app's entitlements, so they need to be known when you upload your app to the store. How often is your set of merchant id's changing? If you foresee this being a problem, please file a bug outlining your use case.
