I know you can create animated stickers if you create a sticker pack, but if you create an actual iMessaging App Extension is it possible to also have animated stickers?

Short answer: You definitely can.
After some fiddeling around it looks like in order to have an animated sticker in an iMessage App/ App Extension, the sticker itself needs to be a .apng file as stated https://developer.apple.com/support/stickers/motion/
A coworker directed me to http://animatedpngs.com/
for a free .apng maker. Loading the URL of the created file in the project displays the animated sticker.
There's a super cheap app in the Mac store called PNG Animator. Perfect little utility for animated PNGS. Compresses well and you can set different duration times on a per frame basis.
