I am creating a certificate for website push. But It seems I need a Certificate Signing Request (CSR) file from my Mac. But I don't have a mac.I have windows exploitation on a dell.
Does someone know how to do with a dell machine instead of a mac.

CSRs are a standard X.509 data structure. While macOS has a nice UI [1] for generating them, namely Certificate Assistant, there’s nothing Apple specific about them.
Given that, I think you might have more luck escalating this via the support channel for your platform of choice.
