It has been more than 60 days to transfer the app, but the transfer of the id has not been completed, is there any way to continue the operation?

I transfer app and transfer id according to this documentation. https://developer.apple.com/documentation/sign_in_with_apple/bringing_new_apps_and_users_into_your_team

As described in the documentation, the 'Exchange identifiers' feature can only be done within 60 days of transferring the app, but I'm over 60 days now, is there a way to continue using 'Exchange identifiers'?
