Is there an Apple old install disk archive for Developers?

The downloads maintained by WWDR are available on the Downloads area on the developer web site. Click More (at the top right) get to the archive. This goes back a long way, but definitely not back to the 10.0 timeframe. Although if you want a copy of Xcode 1.0, so you can party like it was 2003, we’ve got you covered (-:

Apple Support maintains a How to get old versions of macOS page, but it only goes back to 10.10.

I’m not sure of any official way to get 10.0 or 10.1. You might ask over on Apple Support Communities, run by Apple Support, because this isn’t really a developer issue.
