With the new iOS 16 screen time API / device activity, is it possible to see the average time spent on your phone for the past week/month/year as you can in settings?

Yes. Once your app has successfully received authorization using FamilyControls, your DeviceActivityReportExtension will have access to up to a month of device activity data from that date onward.
