MacBook Pro (ends of 2011) can install Media Stream Validator?

Hello all,

I have a MacBook Pro (ends of 2011) version 10.13.3 High Sierra, i wanted to install the HTTP Live Streaming Tools, but when i go into the installer, it points out that is not possible to install the Tools on the disc because it requires version 11 or greater of the macOS. I have now 2 questions: 1 - Is it possible to upgrade the version of the mac to 11? from a quick search i'm not sure.. 2 - Is there a previous version of the HTTP Live Streaming Tools that maybe I can install on a older macOS version?
