How to show AR Objects in a private location

I would like to show AR objects inside my home on the walls, floating above the floor, by the christmas tree, etc.

I would like them to consistently be in the same place, as they will be guiding users to a certain area of the house, or providing context and the story behind a particular piece of decor.

Is this possible with ARKit today? How can I map out the interior of my house and make sure that the AR Content is anchored to specific locations inside.

yes, this is possible with ARKit. You would add an ARAnchor for each location where you want to place an AR object. You can then save an ARWorldMap, which contains ARKit's current understanding of your environment, and reload it at a later time. ARKit will relocalize to that map and restore all previously placed anchors as well. You can take a look at this developer sample which demonstrates the basics of this approach.
