I opened xcode for a new project and it doesn't show the simulator on the right side of content view. I have tried turning off xcode and restarting but it remains the same.

Sorry to hear you are having problems getting previews working as expected.
This kinda looks like a macOS template project. Did you perhaps mean to make an iOS one?
Alternatively, try clicking the PLAY button with the circle around it in the bottom corner of the canvas (that's the right hand side pane in the screenshot above).
Hopefully either of those will lead you to what you were hoping to see!
