Keyboard Navigation Behavior change in iOS16

I am testing my app in TestFlight. I added accessibility features so I can navigate between TableViewCells using an external keyboard. I am seeing weird behaviors.

Specifically when I use arrow keys to navigate between cells, it works in iOS 15.6 but when I updated my device to iOS 16.3.1 it stopped working. I tested it on a couple different devices and iOS 15.x seems to be fine with arrow keys but iOS 16.x does not work.

Is this a known issue?
