I would like a way to flag an incoming text to be sent to my reminders app; I would also like a way to send a text to a recipient that would ask for permission to send to recipients reminders app.

Hello eightycrazy. I'm not aware of any Apple APIs for sharing a text message from the Messages app, nor for automatically sending text messages.
You may want to consider filing a suggestion requesting such API. You can do so using the Feedback Assistant app or website.
Please include a detailed explanation of the functionality you are suggesting, and the impact on your app or customers of not having such functionality.
The relevant engineering and product marketing teams will evaluate your suggestion.
