XCode 14.3 Simulators unusable in specific configuration

Hi all, I have two development workstations, with the setup description as below which for the sake of clarity I will label A and B.

Problem: In A I'm able to run an iPhone 14 pro Max (16.4) simulator smoothly and without any issues. In B, it's unusable. Not only does it take several minutes to boot up, it is also pretty much unresponsive, sluggish and slow. The difference in hardware cannot account for this absurd disparity in behaviour, so something is definitely off. I monitored the memory pressure in both cases and it is pretty much similar.

We are not talking about a specific project / app, it is just about opening up the Simulator. Period.

Any help would be appreciated.

Setup A where things are smooth:
