For anyone who encounter this issue, I've found that you must enable "Allow Apps to Request to Use" in Settings -> Accessibility -> Personal Voice.

I am using iOS 17 beta 2 and there is no "Personal voice" entry under the speech section. There is only live speech. Is it somewhere else now?
Is there a minimum iPhone model requirement to see the "personal voice" entry in settings / accessibility ? (nothing was mentioned in the WWDC talk)
The following post states that iPhone 12 and newer is required to create a Personal Voice: https://developer.apple.com/forums/thread/735799.
