Can I still submit tvOS app upgrade using xcode 13?

As per https://developer.apple.com/ios/submit/, it mentions that "Please note, starting April 2023, all iOS and iPadOS apps submitted to the App Store must be built with Xcode 14.1 and the iOS 16.1 SDK."

Is it true for a tvos app upgrade build submission too or Can I still go with xcode 13 for it.

Yes, but... the corresponding page for tvOS (link) says:

Please note that starting July 31, 2023, all tvOS apps submitted to the App Store must be built with Xcode 14.1 and tvOS 16.1 SDK or later.
