Shut down command cause reboot running Version 14.0 Beta 5

When I issue shut down command the Mac reboots every time.At the point of the shut down (ie when keyboard turns off) the computer reboots. If I did this command with the computer not plugged into power it would shut down.Ip would plug the computer to power and boots normally. I would then give the shut down selection and in attempted shut down, well it reboots. Note:I am running beta 5 and also have Windows 11 installed using Parallels Desktop.
