Apple Watch Privacy and Security Settings Requires Screen Time Passcode

Privacy and Security Settings on Apple Watch requires a screen time passcode, but when I enter the correct passcode, it says its wrong. I need to get into these settings to access developer mode on my watch. If you know how to fix this, please help.

Do you have Screen Time setup on your iPhone? If so, is "Share Across Devices" enabled?

You should be able to deactivate it on your iPhone and it should deactivate on the Watch, too.
