SSHD refusing connection after 1-3 weeks

I have a problem with connection to MacOs 13.6 and 12.7.6 using ssh. After a few weeks the connection is rejected

ssh user@10.0.1.51
kex_exchange_identification: read: Connection reset by peer
Connection reset by 10.0.1.51 port 22

Also I am not able to connect using ARD.

The ssh-log gives:

Privilege separation user sshd does not exist

Powercycling the system wil cause a reboot and then ssh works for a few weeks and then it happens again. When test the user ssd it still exists (_sshd) Any idea what is causing the problem? And how to fix it.
