Unable to create IAP

I am currently unable to create new IAP, getting the error "An error has occurred. Try again later."

I'd like to confirm the issue is with Apple, and not with us.

Found the problem - our main account that holds the apps had an out-of-date paid apps agreement, and a new copy had to be signed. I can now create IAP again.
