Can't download older simulators

I have xcode 15.4 installed and I am trying to install older simulators for testing. But there are no older simulators available to download

That's not where you download a simulator for a specific device. If you look at your screenshot of the Platforms tab all the downloaded simulators are for a specific version of an OS = a platform - not a device.

Open the Devices & Simulators window from the Window menu, and add a new simulator. You can pick the device from a dropdown.
