The format of a .watchface file isn't public, and so it isn't really a surprise that a .watchface file generated with code doesn't work.

I understand though that the process may not be what you are looking for – If you do need to programmatically generate .watchface files, you might consider filing a feedback report with your use case for the watchOS folks to consider.
