In iOS 26, the mini keyboard bar does not consistently appear when typing with a hardware keyboard. This behavior differs from iOS 18, where the bar was always visible. See screenshots:

I'm having this same exact issue! Bought a refurbished iPad Mini A17 Pro, and when I connected my hardware keyboard to it, there's no shortcuts bar!
This persists even after toggling all the relevant settings with and without the hardware keyboard connected, and has persisted through the update to iPadOS 27.
