Approved App's Public Link and Email invitation for Test Flight not working

My app has been approved on tesflight for Internal and external testers, but when I click on the public link that the external link is a part of, I get "This beta isn't accepting any new testers right now." I haven't hit the maximum because there are 0 testers right now. Please Help!
