Hi, my app developer claimed that there's a cost to upload the update to Apple App Store. I only aware of the USD 99 on the annual fee as the developer.
Need some clarification.

There is no fee to submit updates. It does exact a price on your sanity waiting for review for eons, but no cash is involved.
Unless there is some misunderstanding, you may want to start looking for a new developer.
There is never a cost to update apps. In fact, Apple just reduced costs by consolidating iOS & Mac app accounts, so now it's both for just the usual USD$99/yr.
