I'm unable to submit a report in Bug Reporter (or even save a draft).
Furthermore "Choose a product" search box is totally non-functional.
how do you report a problem with Bug Reporter?
Are you using Safari? I've found the bug reporter to be (ironically) buggy with other browsers.

If you've already tried all the usual stuff (clear cookies/cache, restart Safari, restart computer, try on another computer, etc.), you might try contacting Apple directly: https://developer.apple.com/contact/
