To do what? If you mean submit apps to the store, no. You must use Xcode or Application Loader with the minimum versions as noted by Apple on iTunes Connect.
You really should be on Xcode 6 by now anyway. I am sure Xcode 5 / iOS 7 SDK support will be dropped sooner rather than later.
