Can't create new version despite new agreement being already accepted

I am an admin on our App Store Connect account, and our Account Holder recently (about 2 weeks ago) accepted the updated agreement terms.

However when I try to create a new app version, I get a message saying that the updated agreement has not been accepted. But when our Account Holder logs in, there are no agreements to accept.

We discovered an additional agreement that needed to be accepted. Once we accepted that, I am now about to create a new version.
