developer tools for ios 5.1.1

I have an old ipad I would like to do some local development on.

Its running iOS 5.1.1

Are there any old tools available anywhere?

From what searching I have done it looks like you have to develop on mac and build/test on simulator or attached device ensuring you have configured the build for a target of iOS 5.


So the question changes to what version of xcode and SDK do I need to develop and build on mac and test/run on iOS 5?
