“Access to Reports” permission for App Store Connect users

I’m having trouble allowing access to reports for users on App Connect. No role allows “access to reports” which i believe is normally listed under “additional resources”. my role is Admin and

Is there a limitation on selecting this option due to any of the following:

1. I'm an individual on the developer program, not a business or team.
2. There is only one app on my account so I can’t choose between a specific app or all, it is just “all”.
3. As this is a new account, approx 1 month old, there are currently no reports.
