Ensure that your .help project contains a proper .cshelpindex (see man hiutil). To help us debug, please also provide your help project through Feedback Assistant (ideally within a small sample app).

Note also that this Q&A is for questions about currently released TipKit frameworks.  Feedback reports are handled directly through Feedback Assistant.
