Enrollment cannot be completed

When I go to onboard into the Apple Developer Program I get the message "Your enrollment could not be completed. Your enrollment in the Apple Developer Program could not be completed at this time."

I submitted a ticket and was receiving support from someone with the "eurodev at apple.com" email account. After submitting my personal documents via a secure link, it's been radio silence...and that was three weeks ago. I've created a new ticket to try and get someone to follow up on the original ticket and it's nothing. No response, no updates, and I'm still unable to enroll.

I've conservatively spent $200k plus on apple hardware and services over two decades and would like to now publish a couple applications on my own (whereas before I've published several applications as part of different companies). This complete disregard by Apple is unacceptable. What is wrong that they cannot provide a basic status update or even tell me what the issue is.

As far as I can tell, it is impossible for me to resolve this on my own. It's something that has gotten corrupted or flagged wrong in their database. It's not "user error" or something else in my control. It's incredibly disappointing.
