Enrollment is impossible, Senior Adviser is worthless

I've been trying to enroll for nearly 2 weeks, it initially had an issue with my verification documents, then it said I had an untrusted device.

Call the support, walk through steps to confirm devices ... All my devices listed are devices I own - escalate to a Senior Adviser, wait 10 days, for the Senior Adviser to tell me exactly what the "first" adviser told me to ... confirm my devices.

I've never had a developer account before, I've had the same Apple ID since the iPhone 3.

Currently on another wait for a Senior Adviser to respond worthlessly ... is this how this works ? How is the Senior Adviser the end all be all ? How do they not have phones ? How can I not even file a complaint UNLESS it's to a Senior Adviser ?

This is straight bonkers.
