How is Apple TV cache folder removed?

I have read the App Programming Guide for tvOS and I see that the Cache folder can be removed:

"Your app can download the data it needs into its cache directory. Downloaded data is not deleted while the app is running. However, when space is low and your app is not running, this data may be deleted."

My question is: Will the OS remove the whole folder every time it needs to free up some space or can it remove just part of it?

I'd take the docs are their word - 'this' data, not 'some of this' data.

From tvOS's POV, it seems quicker to simply flush the entire cache, rather than decide via if/then.
