EAS (Expo) Authentication with Apple Developer Portal failed! Apple Service Error -20209

While trying to do a build within EAS I'm getting this error:

Authentication with Apple Developer Portal failed!
Apple Service Error -20209. This Apple Account has been locked for security reasons. Visit iForgot to reset your account (https://iforgot.apple.com)

Now I can log into the developer portal absolutely fine, so I don't think I need to reset my password.

Why and how has my account been blocked and where I go from here to get it useable again for building.

It turns out that the iforgot doesn't actually change your password its the process for unlocking even though that's now how the user journey is shown on the site.
