I am posting this because the normal support channel has stopped responding, and I would like to know whether anyone from Apple can look at the case, or whether other developers have found a way out of the same situation.

Summary
I am trying to enroll in the Apple Developer Program as an individual. My app is finished and tested on device. The enrollment has been blocked for more than two months. After a formal escalation, support confirmed on 2 September that the case had been re-escalated to an internal team. There has been no update since.
Timeline
Individual enrollment failed repeatedly with a generic error. The case was referred to an internal team. Support asked whether I was associated with another developer account. I asked that any legacy associations be removed. I found and reported, on my own initiative, an older secondary Apple Account in my name. It has no developer program history. I removed all device associations from it. Support told me my device is registered as a trusted device on other Apple accounts, and that I must contact those account holders to have it removed. Support could not tell me who they are. When I asked which of my own devices was involved, support replied that Apple has no access to device information. The Enroll option in the Apple Developer app disappeared at the time of my first phone support contact and has not come back. I sent a formal escalation asking for a clear answer and a senior advisor. On 2 September support replied that the case had been re-escalated to the internal team. No update since, despite a follow-up.
What I have ruled out
None of my devices have been used with any Apple Account other than my own. The Mac used for enrollment has no MDM profile and is not device-enrolled (profiles show -type enrollment returns "Client is not DEP enabled"). Two-factor authentication, legal name, address and payment details are valid and current.
The problem
Points 4 and 5 cannot both be true. Either a specific device association has been found, in which case Apple can identify or remove it, or none has been found, in which case the instruction was generic and the block is a manual hold on the account. In both cases the resolution sits on Apple's side. There is nothing more I can do from mine.
My questions
Could someone at Apple look at case 102948857237 and confirm whether a device association actually exists? Has anyone else been told to remove trusted device associations from unidentified accounts, and how was it resolved? Is there any channel beyond the contact form for enrollment cases that have stalled after escalation?
I will update this thread with the outcome so others in the same loop can use it.
