Apple Developer Program charged me twice, but my membership is still not activated
I’m having a serious issue with Apple Developer enrollment and I’m trying to understand whether anyone else has experienced the same thing.
First payment — September 24, 2026
I enrolled in the Apple Developer Program and paid 499.99 RON through Apple Pay. from my iphone account id for my new dev account id via develp app so I use my old iphone id to pay for the new one.
For this first payment, I received the Apple invoice by email, but I did not receive a separate enrollment/membership confirmation email.
The invoice contains:
Document: 856194864131 Sequence: 1-14543243672
My first Enrollment ID is:
U4A5F84VTL
After the payment, my Developer account showed “Pending”. Later, I also saw a message saying that my account was not eligible, even though the payment had already been charged.
Second payment — September 25, 2026
Because the first enrollment was still not activated, I tried the enrollment again directly through the Apple Developer website in a web browser.
I made a second payment of US$99.
For this second payment, I did not receive an invoice. I only received an email from Apple confirming that the order had been placed and would be processed within 2 business days.
The second Enrollment ID is:
BNF99FS32B
However, after making the second payment, when I log into the Developer account I still see:
“Purchase your membership. To continue your enrollment, complete your purchase now. Your purchase may take up to 48 hours to process.”
So now I have paid twice for the Apple Developer Program, but I still don't have an active membership.
The first payment has an invoice and the second payment has an order confirmation, but neither enrollment is currently active.
I don't want to make a third payment.
Has anyone experienced something similar? What happened to your previous payment, and how did Apple resolve it?
I would especially appreciate an explanation from Apple Developer Support regarding what happens to the first payment when a second enrollment/payment is made. or this can be called a scam?
