I downloaded the latest Xcode 9 Beta 5
but i am unable to expand the file regardless of how many times I tried donwloading again.
I can not expand the xip files ? seems like they are corrupt
Can someone advice ?

What error are you getting? How much free space on your drive? Which version of macOS?

May be a Xip issue.
Solution proposed : Right-click on the downloaded .xip file and pick Open With > Archive Utility
