As per the title, we would like to know if if the reverse is possible (i.e. can we have the unfolded portrait display a vertical bar instead of a horizontal one)

No, the behavior only works in one way with preferredVerticalBarBehavior (UIKit) and toolbarVerticalBehavior(_:) (SwiftUI): .automatic and .disabled. The reverse is not possible.
If you need side-aligned controls in unfolded portrait, you can lay out your own custom controls along the edge, and please file an enhancement request using Feedback Assistant so the team can consider adding this behavior.
