Organization enrollment declined as "final" with no reason. How can we find out what's missing?

Hi all,

Our company (a registered LLC) applied to the Apple Developer Program as an organization. We received the message "Your enrollment request for your company has been declined." Support told us the decision is final and that no reason can be given. Their only suggestion was to enroll as an individual instead.

We'd really prefer to publish under the company, because:

  • Our app is a personal finance app. People are trusting it with their spending data, and a registered company as the seller is far more credible than a private person's name.
  • The EU trader details (DSA) should show the company's registered address and contact details, not a private home address.
  • Contracts, invoicing and taxes all run through the company, so that's where the developer agreement belongs.

We're happy to provide any documents needed (registration certificate, D-U-N-S, ID of the owner, translations), but without knowing what failed we can't fix it.

Has anyone had a declined organization enrollment reviewed again? Is there a way to request a second review, or find out which part of the verification didn't pass?
