Stuck in an infinite loop accepting the updated Apple Developer Program License Agreement

Whenever I log into App Store Connect or the Developer Portal, a banner/modal appears prompting me to review and accept the latest Apple Developer Program License Agreement.

I open the agreement, scroll through, click "I Agree / Accept", and the submission appears to succeed. However, immediately after redirecting (or upon refreshing the page), the exact same warning banner returns, claiming that the agreement has not been accepted yet. As a result, my account remains blocked and I cannot proceed with app submissions or certificate management.

What I have already tried: Multiple Browsers: Tested on Safari, Chrome, and Firefox. Cache & Incognito: Cleared all cookies, site data, and cache; attempted in private/incognito windows. Different Devices & Networks: Tried from both macOS and Windows, as well as on different network connections (Wi-Fi and mobile hotspot). Account Roles: Logged in directly with the Account Holder (Legal) credentials. Agreements, Tax, and Banking Section: Checked the Agreements tab directly to see if any secondary amendment or pending tax/banking schedule was required. Despite all this, the agreement status never updates on Apple's backend and keeps looping back.

Has anyone encountered this backend propagation glitch recently? Is there a known workaround to force the system to register the acceptance, or is this strictly something that Apple Developer Support has to fix on their end?

Any advice or insights would be greatly appreciated.

Thanks in advance!

Are you a member of any team? Or are any other developers a member of your team? I've heard of those kinds of problems showing up like this.

That being said, Apple's back end definitely has problems. I was able to clear the banner for the updated agreement, but I can't clear the banner for my credit card expiring. It's possible that Apple's database went down after I accepted the agreement, but before I updated my credit card.

But judging from the Javascript console logs on account.apple.com, things are a royal mess in there. And that's an end-user support system dedicated to payments. You'd think they want that kind of system to be reliable.

Apple's Developer-support systems are always much less reliable than anything user-facing.
