Apple Developer Enrollment Identity Verification Rejected Without Explanation

Hello everyone,

I hope you’re all doing well.

I’m reaching out in the hope of receiving some guidance regarding an issue I’ve encountered while trying to enroll in the Apple Developer Program.

When I first attempted to enroll, my identity verification was rejected. Unfortunately, I wasn’t provided with any specific explanation as to why the verification had failed.

I carefully reviewed all my personal information to ensure everything was accurate. My Apple Account details match my passport information, and my bank card is also registered under the same legal name.

Despite this, my identity verification was rejected, and I was unable to proceed.

What concerns me most is that the situation has now changed. Initially, the Apple Developer app indicated that my identity verification had been rejected. However, when I checked again later, the message had changed to:

“Enrollment through the Apple Developer app is not available for this Apple Account.”

I’m now unable to attempt the identity verification process again or continue with my enrollment.

I’m unsure what caused the initial rejection or why I’m no longer able to enroll. I would be more than happy to provide additional documentation or complete an alternative verification process if necessary.

I’ve also been trying to contact Apple Developer Support. I was able to request a callback yesterday, but today the callback option appears to be unavailable, even during the published support hours. I’ve tried different devices and internet connections without success.

I completely understand and respect Apple’s identity verification requirements, and I appreciate the importance of keeping the Developer Program secure. I simply hope to understand what may have gone wrong and how I can resolve the situation.

I would sincerely appreciate any guidance regarding the following:

  1. Has anyone experienced their identity verification being rejected without receiving a specific explanation?
  2. Has anyone subsequently received the message that enrollment is no longer available for their Apple Account?
  3. Is it possible to request another identity verification attempt or an alternative verification method?
  4. If anyone has successfully resolved a similar situation, could you kindly share how you managed to proceed?

I’ve been working hard on developing an application that I’m very excited to publish, and I would really appreciate any advice that could help me move forward with my enrollment.

Thank you very much for taking the time to read my post. I truly appreciate any guidance, suggestions, or experiences you may be willing to share.

Kind regards,
Aan

That message means the enrollment flow is blocked for this Apple Account, but the forum cannot see the reason or restore the attempt. I would avoid retrying with different accounts or changing identity details, since that can make the review harder to follow.

Open one Apple Developer Support case and reply to it rather than creating several new cases. Include the exact wording of both messages, when the status changed, your country or region, whether you are enrolling as an individual or an organization, and any Enrollment ID shown in the enrollment flow. Ask them to confirm whether the identity check can be reviewed again or whether another enrollment method is available. Keep passport images, full card details, and your Apple Account email inside Apple's private support channel, not in this public thread.

If the callback option is unavailable, use the web support form and save the case number. Availability can depend on the selected issue and region. Apple's program enrollment guide and Developer Support page are the right starting points. Unfortunately, only Apple can see why the verification was rejected or whether another attempt can be enabled.
